[iOS] PAD will require iOS version 11.0 starting in November 2020

PAD will only support iOS 11.0 and above, starting after an update happening in November 2020.

Currently Japan version of PAD supports iOS 10.0 and above.

If your account(s) are still on the older iOS versions, move them soon before too late (with Facebook, Apple ID, LINE, or Device Change Code)!
